本文系统概括了国内外用于地震灾害监测与评估的专业软件现状, 详细介绍了高分光学遥感地震应急应用原型系统的研制目标、 工作流程、 技术方法和主要功能。 该系统基于建立的高分光学遥感震害识别知识库, 实现了“一键式”建筑物震害快速识别, 部分震害增强方法固化于控件中, 减化操作流程, 极大地提高了地震应急的实效性。 系统集成了建筑物、 道路交通、 地震地质灾害三个主要地震灾害识别功能, 能更全面地反映灾区宏观灾情, 在未来地震应急遥感工作中发挥重要作用。  相似文献

Emergency risk management (ERM) is a process which involves dealing with risks to the community arising from emergency events. Emergency management evaluation as one of the important parts of ERM aims assessing and improving social preparedness and organizational ability in identifying, analyzing, and treating emergency risks. This study first develops an emergency management evaluation model. It then proposes an extended fuzzy multi-criteria group evaluation method, which can deal with both subjective and objective criteria under multi-levels by a group of evaluators, for emergency management evaluation. A fuzzy multi-criteria group decision support system (FMCGDSS) is then developed to implement the proposed method for the case of emergency operating center/system evaluation.  相似文献

In this paper, we introduce a value chain approach, on the view of the value chain analytic in business management, to be the framework of a crisis response system serving for crisis management strategy in identifying risk sources, responding to unexpected events, and recovering from a shock. This system is not only a computer system but also a system of governmental emergency response mechanism and it is tremendous and complex. The system integrates and coordinates the correlative resources of emergency response units of the city. We consider the efficiency of the system. In addition, the run cost of the system also is taken into account. Based on this framework, the Qingdao’s practical situation is analyzed. As a result, a design proposal of the Qingdao’s crisis response system is put forward.  相似文献
